H&S Properties Pvt Ltd is looking for a Commercial Manager Senior Quantity Surveyor with extensive expertise in quantity surveying and commercial management to oversee cost control and contract administration for our real estate projects in Dubai. This role requires a detail-oriented professional with a strong ability to manage contractor billing, evaluate variations, and ensure strict financial governance throughout the project lifecycle. The ideal candidate possesses a degree in Civil Engineering or Quantity Surveying, advanced knowledge of FIDIC contracts, and the technical proficiency necessary to independently assess contractor claims and protect the developer's cash flow. The position demands 8 to 12 years of practical experience in cost estimation, BOQ preparation, IPC verification, and sophisticated variation audits. The Commercial Manager Senior Quantity Surveyor will work closely with project teams to maintain accurate cash-flow forecasts, budget reports, and compliance with contractual obligations. Although this position does not involve managing a team, it requires strong organizational and analytical skills to manage multiple project aspects and coordinate with contractors successfully.

Responsibilities

- Audit and verify monthly Interim Payment Certificates (IPCs) submitted by the main contractor to ensure accurate and timely payments.
- Evaluate variation claims, extension-of-time (EOT) requests, and material price adjustments to maintain contractual compliance and budget control.
- Prepare and analyze Bills of Quantities (BOQ) line items with detailed cost estimation to provide accurate project financial forecasting.
- Perform detailed rate analysis and variation audits to identify discrepancies and manage cost impacts effectively.
- Utilize AutoCAD and Plan Swift software tools for precise quantity takeoffs and detailed project documentation.
- Review contractor claims independently to safeguard the developer’s financial interests and maintain cash flow.
- Manage payment certificate verification processes ensuring authorized and justified disbursements.
- Maintain comprehensive cash-flow forecasts and budget reporting for all stages of real estate developments.
- Collaborate with project management and procurement teams to ensure smooth financial governance and contract administration.
- Ensure all commercial transactions comply with FIDIC contract conditions and applicable legal regulations.
- Monitor and report on project progress from a commercial perspective, identifying and mitigating risks proactively.
- Provide technical advice on cost control, contract management, and commercial risk to support overall project success.
