Description
The Assistant MEAL Officer will be a part of the Monitoring, Evaluation, Accountability, and Learning (MEAL) team, supporting implementation of the overall Project intervention of IOM funded project as also provide support to MEAL team in other projects monitoring when and where required.
The position holder will Assist MEAL team, Project lead and Program team in data collection, database management and analysis, maintaining the Output and outcome Tracker (OT) and the Indicator Performance Tracking, planning and conduction field visits, assessments and evaluations, as well as providing general support in project data management. He/ She will support the MEAL team and program team to ensure learning and accountability systems are put in place and working effectively in IR projects. He/ She will also ensure that there is regular, timely and context-specific, meaningful feedback from our staff, partners, program participants which effectively informs and signals areas where strategic attention is required. Expertise in Participatory Need Assessment, Rapid Need Assessment, Data Collection, Analysis and Report writing are required
Responsibilities
Technical Level:
Monitoring and Evaluation
Contributing to program updates for the response management and internal information sharing, on a regular basis.
Consolidate output tracker data and support Program Manager with data collection processes
Support Field Manager, Area Manager, Program Coordinator, MEAL Officer by conducting assessments as needed with technical support from the MEAL Coordinator and MEAL Officer
Participating and Assisting in the development of tools and guidelines for data collection, collation and reporting, with a focus on establishing Indicator Performance Tracking Table by project and guided by the MEAL plan, systemically cross-check this data for quality, accuracy, and consistency, and providing timely feedback as necessary;
Undertake regular monitoring to ensure project performance, quality, timeliness and accuracy vis-à-vis logical framework approaches (LFAs), results frameworks, performance monitoring plans and emerging best practices;
Lead monitoring of field level activities with quality benchmarks and course correction action planning
Accountability & compliance
Ensure accountability assessments are conducted and capacity of staff built to undertake accountability assessments.
Support Beneficiary Accountability across all programs in keeping with the Accountability Framework, ensure prompt follow-up on feedback received
Support programming and field staff to ensure that projects are carried out with participation from all affected communities (including women) and that information is shared with affected communities.
Maintain the Conflict and Feedback Mechanism database and conduct regular analysis to inform decision making and future project designs
Ensure that all programs are designed and implemented in accordance with CHS
Program Learning and documentation
Work with program staff to promote learning culture and ensure learning is shared across field offices by encouraging cross learning between and within sectorial teams, tracking trends and recommendations and progressing their implementation in the planning and project design where appropriate;
Support in program documentation and sharing of learnings at the field level.
Participate in the design and implementation of quality evaluations (needs assessments, situational analysis, baseline, and end line assessments, real time evaluations etc.;) by providing technical support and/or identifying resources within IR Pakistan and externally;
Support and/or promote utilization of data generated through MEAL activities and events such as monitoring visits, baselines, assessments, reviews, real time evaluations etc.; by conducting regular and/or periodic trends analysis and producing short and precise internal reports in line with IR requirements
Program Quality
Assist proposal and concept note review, especially inputs such as the Logic model/theory of change, results frameworks, Program Monitoring Framework and M & E Plans
Enhance technical quality of program and project design through continuous trainings and reviews
Support to examine program implementation and assess possible improvements based on lessons learned, best practices, technical advances, etc.
Program/projects Reporting
Support in ensuring that all Islamic Relief Pakistan internal reporting and donor requirements are met with timely, relevant, triangulated and well data validated.
Ensures that necessary reporting components are lined up in advance of report deadlines and responsible persons are followed up on the schedule
Support in consolidating the monthly program reports.
Operational Level:
Preparation of weekly / monthly work plans against PMT (performance measured time frame) by ensuring timely completion of assigned tasks in stipulated time period.
Maintenance of hard record that includes field visits reports, CO meeting minutes, beneficiary data, assessment record, distribution record & other documentation.
Ensure appropriate beneficiary’s data collection & screening prior to making any transaction through monitoring visits
Ensure proper filling of forms & formats as per desired standard
Extend support to COMS/ MIS / Communications staff for gathering desired information.
Ensure availability of up-to-date info in MIS on regular basis with consultation of MIS / Project Teams
Close coordination with line manager for effective implementation of project activities.
Organizational Level:
Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
In depth understanding of IR values and their demonstration in the field while working with communities.
Abide by the IR zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
Assist in identification & documentation of organizational successes for show casing IR work
Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people.
Participation and facilitation in implementation of IR seasonal programmes & emergency response.
PERSON SPECIFICATION

Qualification:
Bachelor / Master Degree in Social Sciences
Qualification and Experience:
Minimum 02 year experience of similar role in NGOs & INGOs setup with bachelor degree/14 years education:
Minimum 01 experience of similar role in NGOs & INGOs setup with Masters/Bachelor (Hons) 16 years of education:
Computer Skills:
MS Office (MS Word, Excel, Power Point), Outlook, MIS Dashboard, Data Management, Analysis
Language:
Urdu and English
