The Global Fund to fight AIDS, TB and Malaria (GF) is providing grants to Pakistan since 2011 for prevention of HIV. The current grant is being implemented by United Nations Development Program (UNDP) and Nai Zindagi Trust (NZT) as Principal Recipients (PR). The PRs are responsible to implement various objectives of the overall Grant.

 The overall goal is to reduce the number of new HIV infections and increase uptake of HIV preventive and treatment services with a high impact HIV response to improve the health and quality of life of people living with and affected by HIV in Pakistan. The objective of Global Fund HIV grant is to increase the prevention services for PWID and other key populations.

NZT is implementing HIV prevention services for PWID and spouses of HIV+ PWID through 45 CoPC + sites and ART Adherence Units across Pakistan providing coverage to 62 districts.

Responsibilities

SPECIFIC ACTIVITIES

  1. Receiving and documenting reports of alleged misconduct through designated channels.

  2. Conducting initial assessments of received reports to determine the need for further investigation.

  3. Coordinating and conducting thorough investigations into reported incidents, maintaining objectivity and independence.

  4. Providing timely updates to the Chief Internal Audit and other relevant stakeholders on ongoing investigations.

  5. Ensuring compliance with applicable laws and regulations related to whistleblowing and internal investigations.

  6. Theft or diversion of funds or other assets (including embezzlement, theft of assets procured with grant funds);

  7. Fraud against the NZT or its grant (e.g. bribery, kickbacks, inappropriate gratuities, forged signatures, false travel declarations, travel with no legitimate purpose);

  8. Intentionally communicating false information (including false financial or programmatic reporting and other misrepresentation of information) and inappropriate disclosure of information;

  9. Waste or misuse of resources, assets and monies (e.g. knowingly purchasing expired drugs, providing faulty test kits);

  10. Actions damaging Nai Zindagi‘s reputation and which may lead to an investigation;

  11. Inappropriate use of program assets;

  12. Non-compliance with the organizational Procurement Policies (including irregularities in tender processes);

  13. Maladministration (for example, failure to take proper action to rectify reported problems, failure to respond to complaints);

  14. Product substitution and counterfeit drugs

    Expected Outputs

    Audit/Investigation Officer can make reports through designated channels, which may include a confidential hotline, email, or online portal.

    Reports should include specific details of the alleged, individuals involved, relevant dates, times, and locations, as well as any supporting documentation or evidence.
