Job Description:
We are hiring an experienced HR and Compliance Manager with a strong background in the NGO/development sector to manage end-to-end recruitment, employee lifecycle management, HR operations, workforce coordination, and HR compliance across programs and field teams. The role will ensure HR practices are aligned with applicable labour and employment laws, statutory and regulatory requirements, donor requirements, safeguarding standards, and internal policies and procedures.
Responsibilities
Key Responsibilities:
HR Operations & Recruitment
- Lead end-to-end recruitment including manpower requisitions, job postings, sourcing, screening, interviews, reference checks, selection documentation, offers, and onboarding
- Advise management on workforce planning, staffing requirements, recruitment strategies, and timely deployment of program, field, administrative, finance, and support staff
- Manage employee lifecycle processes including onboarding, orientation, probation, confirmation, transfers, promotions, and exits
- Maintain accurate personnel files, employment contracts, attendance, leave, performance, disciplinary, and separation records
- Prepare HR correspondence including appointment, confirmation, transfer, promotion, warning, and experience letters
- Maintain HR databases and prepare headcount, recruitment, turnover, attendance, and management reports
- Coordinate performance evaluations, probation reviews, employee feedback, development plans, and performance improvement initiatives
- Coordinate with program managers and field teams regarding staffing, attendance, leave, deployment, and operational HR matters
Labor, Legal & Regulatory Compliance
- Ensure HR policies and practices comply with applicable federal/provincial labour and employment laws relevant to operations in Punjab
- Monitor requirements relating to working hours, weekly rest, holidays, leave, wages, minimum wage, employment terms, disciplinary procedures, and separation/termination
- Support compliance with applicable EOBI, PESSI, payroll deductions, employee registrations, and statutory contribution requirements
- Maintain a compliance calendar covering statutory deadlines, renewals, submissions, notices, and regulatory actions
- Keep management informed of material regulatory changes and coordinate with qualified legal/tax advisers where required
Payroll & Employee Relations
- Support payroll by verifying attendance, leave, deductions, allowances, salary revisions, new appointments, resignations, and other employee changes
- Coordinate with Finance to ensure accurate and timely payroll-related HR information and statutory requirements
- Maintain confidential and audit-ready payroll and compensation records
- Address employee concerns, grievances, workplace conflicts, disciplinary matters, and complaints fairly, confidentially, and in accordance with approved procedures
NGO, Donor & Safeguarding Compliance
- Ensure HR processes comply with applicable donor requirements, grant conditions, project agreements, and organizational policies
- Maintain recruitment, personnel, deployment, attendance, timesheet, and project documentation required for donor/project audits
- Support internal, donor, statutory, and external HR audits and provide authorized documentation when required
- Implement the Safeguarding Policy and Code of Conduct, including staff orientation, acknowledgements, reference/background checks, and appropriate escalation of safeguarding concerns
HR Policies, Controls & Records
- Implement HR policies, SOPs, and procedures consistently across departments and field locations
- Review policies and recommend improvements based on operational needs, regulatory developments, donor requirements, and organizational priorities
- Ensure appropriate approvals and segregation of duties for recruitment, salary changes, promotions, transfers, payroll inputs, and separations
- Maintain secure, complete, and confidential physical and electronic personnel records
- Identify HR compliance gaps and recommend corrective actions to management
Compliance Reporting & Risk Escalation
- Prepare periodic HR and compliance reports covering headcount, vacancies, recruitment, turnover, attendance, leave, training, employee relations, and compliance matters
- Maintain an HR compliance/action tracker and follow up on pending statutory, regulatory, donor, and internal requirements
- Immediately escalate significant HR, legal, safeguarding, regulatory, or employee-relations risks to authorized management
- Maintain confidentiality and ensure secure handling of employee and organizational information
Requirements:
- BBA / BPA / MBA in HR, or equivalent qualification
- 4–5 years of relevant HR experience; NGO/development-sector experience preferred
- Experience in labor-law compliance, statutory HR matters, payroll coordination, employee relations, recruitment, and HR documentation will be an advantage
