Associate Manager Procurement

Description

The Associate Manager Procurement at Shifa Foundation plays a critical role in managing procurement operations aligned with organizational and donor expectations. The position involves developing procurement plans, sourcing goods and services, managing vendor relations, ensuring policy compliance, and maintaining procurement documentation. This role contributes directly to the efficiency, transparency, and cost-effectiveness of the Foundation’s procurement functions.

Responsibilities

• Develop and implement procurement strategies aligned with program goals and donor requirements.
• Forecast procurement needs and prepare procurement plans in coordination with project teams using data-driven insights
• Manage end-to-end procurement cycle—from requisition to delivery ensuring Just-in-Time (JIT) procurement where applicable
• Identify, assess, and maintain a reliable supplier base.
• Ensure All RFQs are thoroughly documented along with at least x3 vendors to be shortlisted for very new requirement or Price change (in case the price is higher the inflation/fx). Comparative Statement should be signed off by key stakeholders. 
• In case of new item, product feedback form to be signed off by the end user
• Lead contract negotiations and ensure legal compliance of procurement documents.
• Conduct regular vendor evaluations and address performance issues through Standard KPIs and scorecards
• Ensure procurement practices comply with internal policies and donor guidelines (Local/ International)
• Maintain accurate and complete documentation for audits and reporting leveraging e-procurement systems/ERP.
• Collaborate with the finance team to align procurement activities with approved budgets and cost-saving initiatives
• Generate procurement-related reports and dashboards for internal and external stakeholders using analytics tools like Power BI etc.
• Supervise procurement staff and provide technical guidance and mentorship enabling a culture of continuous improvement
• Facilitate cross-functional coordination with departments for timely procurement.
• Identify areas for cost savings, Inventory Optimization and initiate process improvements.

• Ensure transparency and ethical procurement practices across all levels.

   

  Area Specific Responsibilities

   

• Procurement Planning & Budgeting: Coordinate project-based procurement forecasting and align purchases with approved budgets.
• Vendor & Contract Management: Evaluate vendors, oversee contracts, and maintain supplier compliance with agreed terms.
• Donor Compliance: Ensure all procurement aligns with donor policies, including USAID/BHA and UNICEF procurement frameworks.
• Documentation & Audit: Maintain up-to-date procurement records, ensuring readiness for audits and reporting with a focus on digital archiving
• System Usage: Maximum utilization of ERP and procurement software (e.g., Odoo) to streamline procurement activities and data management/recording/Archiving.
• Field Support: Manage procurement needs of field offices and support logistics for project implementation, including emergency procurement protocols & BCP (Business Continuity Planning.
